The President is authorized to use all necessary and appropriate force in Iraq and Afghanistan against the Taliban, al Qaeda, and the Islamic State in Iraq and the Levant
(ISIL)in order to protect the United States and its compelling interests (as defined in section 11) from attack by the Taliban, al Qaeda, and the Islamic State in Iraq and the Levant.
