In order to encourage periodic review of the use of force authorized by this joint resolution, the authorization for use of force in section 3 shall terminate five years after the date of the enactment of this joint resolution, unless reauthorized by Congress. Before the expiration of this joint resolution, this joint resolution may be reauthorized pursuant to section 11.
