The President shall impose 5 or more of the sanctions described in section 213 with respect to a person if the President determines that the person knowingly, on or after the date of the enactment of this Act, purchases, subscribes to, or facilitates the issuance of— sovereign debt of the Government of the Russian Federation issued on or after such date of enactment, including governmental bonds; or debt of any entity owned or controlled by the Government of the Russian Federation issued on or after such date of enactment, including bonds.
