It is the sense of Congress that— the President should call on all parties to fully implement the Minsk Agreement to address the ongoing conflict in Eastern Ukraine signed in Minsk, Belarus, on February 11, 2015, by the leaders of Ukraine, Russia, France, and Germany as well as the Minsk Protocol agreed to on September 5, 2014; and the international community should conduct a full investigation into allegations that the Russian Federation committed war crimes through its military actions in Syria.
