In this title: The term non-Federal funds means funds provided by— a State; a territory of the United States; 1 or more units of local or tribal government; a private for-profit entity; a nonprofit organization; or a private individual. The term Secretary means the Secretary of the Interior, acting through the Director of the United States Fish and Wildlife Service.
