There is authorized to be appropriated to carry out this title $75,000,000 for each of fiscal years 2019 through 2023. Of the amount appropriated under this subsection, 80 percent shall be reserved for use by the Director of the Bureau of Prisons to implement the system under section 3621(h) of title 18, United States Code, as added by section 102(a) of this Act. It is the sense of Congress that any savings associated with reductions in recidivism that result from this title should be reinvested— to supplement funding for programs that increase public safety by providing resources to State and local law enforcement officials, including for the adoption of innovative technologies and information sharing capabilities; into evidence-based recidivism reduction programs offered by the Bureau of Prisons; and into ensuring eligible prisoners have access to such programs and productive activities offered by the Bureau of Prisons.
