Section 4323(c)(2) of title 38, United States Code, is amended by striking United States district court for any district in which the private employer of the person maintains a place of business. and inserting “United States district court for— any district in which the employer maintains a place of business; any district in which a substantial part of the events or omissions giving rise to the claim occurred; or if there is no district in which an action may otherwise be brought as provided in subparagraph
(A)or (B), any district in which the employer is subject to the court’s personal jurisdiction with respect to such action. .
