In this Act: The term Monument means the Organ Mountains-Desert Peaks National Monument established by Presidential Proclamation 9131 (79 Fed. Reg. 30431). The term Secretary means the Secretary of the Interior. The term State means the State of New Mexico. The term wilderness area means a wilderness area designated by section 3(a).
