The Administrator shall continue to procure dedicated launch services for cubesats and small satellites for the purpose of conducting science and technology missions that further the agency’s goals. In carrying out the program under subsection (a), the Administrator shall— engage with the academic community to maximize awareness and utilization of these dedicated small satellite launch opportunities; and to the maximum extent practicable, utilize secondary payload of procured launch services for cubesats.
