Section 553 of title 5, United States Code, as amended by section 308 of this Act, is amended by adding at the end the following: Not later than 2 business days after the date on which an agency publishes a notice of proposed rulemaking or a final rule under this section, the agency shall notify interested parties of the publication. The Director of the Government Publishing Office shall establish a process under which an agency shall notify interested parties under paragraph
(1)through e-mail or postal mail. .
