It is the sense of Congress that— existing guidelines for the mitigation of orbital debris may not be adequate to ensure long term usability of the space environment for all users; and the United States should continue to exercise a leadership role in developing orbital debris prevention standards that can be used by all space-faring nations. It is the policy of the United States to have consistent standards across Federal agencies that minimize the risks from orbital debris in order to— protect the public health and safety; protect humans in space; protect the national security interests of the United States; protect the safety of property; protect space objects from interference; and protect the foreign policy interests of the United States.
