The National Fish and Wildlife Foundation (referred to in this section as the Foundation ) shall— ensure that a program of activities specifically focused on the conservation and protection of native plant species is incorporated into the existing programs and activities of the Foundation; and not later than September 30 of each year, submit to Congress a report describing the implementation of paragraph (1).
