Section 4 ( 20 U.S.C. 2303 ) is amended— by striking the Secretary determines to be appropriate and inserting are necessary ; by striking Carl D. Perkins Career and Technical Education Improvement Act of 2006 each place it appears and inserting ; and Strengthening Career and Technical Education for the 21st Century Act by striking 1998 and inserting 2006 .
