Section 707 of the California Desert Protection Act of 1994 ( 16 U.S.C. 410aaa–77 ) is amended— in subsection (a)— in the first sentence— by striking Upon request of the California State Lands Commission (hereinafter in this section referred to as the and inserting the following: Commission ), the Secretary shall enter into negotiations for an agreement The Secretary shall negotiate in good faith to reach an agreement with the California State Lands Commission (referred to in this section as the Commission ) ; and by inserting , national monuments, after more of the wilderness areas ; and in the second sentence, by striking The Secretary shall negotiate in good faith to and inserting the following:
To the maximum extent practicable, not later than 10 years after the date of enactment of this title, the Secretary shall ; in subsection (b)(1), by inserting , national monuments, after wilderness areas ; and in subsection (c), by adding at the end the following: Assembled land exchanges may be used to carry out this section through the sale of surplus Federal property and subsequent acquisitions of State school land. Past and future receipts from the sale of property described in subsection (a), less any costs incurred related to the sale, shall be deposited in a Special Deposit Fund Account established in the Treasury.
Funds accumulated in the Special Deposit Fund Account may be used by the Secretary, without an appropriation, to acquire State school lands or interest in the land consistent with this section. .
