Chapter 13 of title 18, United States Code, is amended by adding at the end the following: Whoever willfully, acting as part of any collection of people, assembled for the purpose and with the intention of engaging in conduct described in paragraph
(1)or (2)(A) of section 249(a) against any person, causes death to any person, shall be imprisoned for any term of years or for life, fined under this title, or both. . The table of sections for chapter 13 of title 18 is amended by inserting after the item relating to section 249 the following: 250. Offenses involving lynching. .
