Section 311 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act ( 42 U.S.C. 5154 ) is amended by adding at the end the following: Not later than 2 years after the date of enactment of this subsection, and each year thereafter, the Administrator of the Federal Emergency Management Agency shall submit a report to Congress on the number of instances and the estimated amounts involved, by State, for cases in which self-insurance amounts have been insufficient to address flood damages. .
