Section 1696 of the National Defense Authorization Act for Fiscal Year 2017 (130 Stat. 2638; Public Law 114–328 ) is amended— in subsection (a)— by striking Not later than and inserting Each year, not later than by striking for each of fiscal years 2018 and 2019 ; and in subsection (c), by striking the budget if and all that follows through the period at the end and inserting the budget if additional resources had been available for the budget to fund the program, activity, or mission requirement. .
