Sec. 1252. Report on terrorist use of human shields

The Secretary of Defense, in consultation with the Secretary of State, shall provide a report on the use of human shields by terrorist groups to protect otherwise lawful targets from attack. The report required by subsection
(a)shall include the following: A description of the lessons learned from the United States and its allies and partners in addressing the use of human shields by terrorist organizations such as Hamas, Hezbollah, the Islamic State of Iraq and Syria, Al Qaeda, and any other organization as determined by the Secretary of Defense. A description of a specific plan and actions being taken by the Department of Defense to incorporate the lessons learned as identified in paragraph
(1)into Department of Defense operating guidance, relevant capabilities, and tactics, techniques, and procedures to deter, counter, and address the challenge posed by the use of human shields and hold accountable terrorist organizations for the use of human shields. Not later than 180 days after the date of the enactment of this Act, the Secretary of Defense shall submit to the appropriate committees of Congress the report required in subsection (a). The report shall be submitted in unclassified form, but may include a classified annex. In this section, the term appropriate committees of Congress means— the Committee on Armed Services, the Committee on Foreign Relations, and the Committee on the Judiciary of the Senate; and the Committee on Armed Services, the Committee on Foreign Affairs, and the Committee on the Judiciary of the House of Representatives.
