Not later than 1 year after the date of enactment of this Act, the Secretary shall carry out a study on— flooding within urban floodplains; and the Federal policy constraints on the ability of the Secretary to address urban flooding, including— the regulations under part 238 of title 33, Code of Federal Regulations (as in effect on the date of enactment of this Act); and the limitation under section 238.7(a)(1) of that title (as in effect on the date of enactment of this Act) that allows the Secretary to provide assistance only where the flood discharge of a stream or waterway within an urban area is greater than 800 cubic feet per second for the 10-percent flood.
