The Secretary shall expedite completion of the study with respect to the divestiture of the locks and dams of the Secretary in Minnesota in the St. Paul district of the Corps of Engineers. The Secretary shall include in the report describing the result of the study described in subsection
(a)an examination of— the possibility of the partial divestiture of the Secretary from the locks and dams described in that subsection; and possible changes to the use of those locks and dams.
