Section 203(e) of the Water Resources Development Act of 1986 ( 33 U.S.C. 2231(e) ) is amended— by striking At the request of a non-Federal interest, the Secretary may provide and inserting the following: On the request of a non-Federal interest, the Secretary shall provide ; and by adding at the end the following: The provision of technical assistance by the Secretary under paragraph (1)— shall not be considered to be an approval or endorsement of the feasibility study; and shall not affect the responsibilities of the Secretary— to review the feasibility study for compliance with applicable Federal laws (including regulations) under subsection (b); and to make recommendations to Congress on the plan or design of the project under subsection (c). .
