Congress finds that— chemical screening devices enhance the ability of law enforcement agencies to identify unknown chemical substances seized or otherwise encountered by law enforcement officers; and equipping law enforcement agencies with technology that can more efficiently identify substances, such as heroin, fentanyl, methamphetamine, and other narcotics, will ensure that law enforcement agencies can— investigate cases more quickly and safely; better deploy resources and strategies to combat illegal substances from entering and harming communities throughout the United States; and share spectral data with other law enforcement agencies and State and local fusion centers.
The purpose of this Act is to provide grants to State, local, and tribal law enforcement agencies to purchase chemical screening devices and train personnel to use chemical screening devices in order to— enhance law enforcement efficiency; and protect law enforcement officers.
