The Commission shall be composed of eight members, of which— two shall be appointed by the majority leader of the Senate; two shall be appointed by the minority leader of the Senate; two shall be appointed by the Speaker of the House of Representatives; and two shall be appointed by the minority leader of the House of Representatives. Each initial member of the Commission shall be appointed not later than 30 days after the date of the enactment of this Act. Each member of the Commission shall be appointed for the life of the Commission.
Not more than 4 members of the Commission may be members of the same political party. None of the members of the Commission may be a Member of Congress (including a Delegate or Resident Commissioner to Congress), an officer or employee of the Federal Government, or an officer or employee of any State or local government. It is the sense of Congress that individuals appointed to the Commission should be prominent United States citizens, with national recognition and significant depth of experience in professions such as governmental service, law enforcement, armed services, law, public administration, intelligence gathering, cybersecurity, election administration, and foreign affairs.
Not later than 60 days after the date of the enactment of this Act, the Commission shall hold an initial meeting to develop and implement a schedule for completing the review and report required under section 2(9). At the initial meeting of the Commission, the Commission shall select a Chairperson and a Vice-Chairperson from among its members. The Chairperson and Vice-Chairperson may not be members of the same political party. Six members of the Commission shall constitute a quorum.
Any vacancy in the Commission shall not affect the power and duties of the Commission and shall be filled in accordance with subsection
(a)not later than 90 days after the occurrence of such vacancy.
