It is the sense of Congress that— each State and Indian tribe should enact extreme risk protection order legislation described in part NN of title I of the Omnibus Crime Control and Safe Streets Act of 1968, as added by section 3; and such extreme risk protection order legislation is an important tool in the efforts of States and Indian tribes to ensure that firearms and ammunition are kept out of the hands of individuals whom a court has determined to be a significant danger to themselves or others.
