Part 2 of subtitle D of title I of the Patient Protection and Affordable Care Act ( 42 U.S.C. 18031 et seq.), as amended by section 303(b), is further amended by adding at the end the following: Out of the funds appropriated under subsection (b), the Secretary shall conduct a marketing and outreach program with respect to qualified health plans offered in Exchanges operated by the Secretary in order to encourage enrollment in such plans. There is appropriated to the Secretary, out of any moneys in the Treasury not otherwise appropriated, $480,000,000 to carry out the marketing and outreach program under subsection
(a)with respect to encouraging enrollment for qualified health plans that begin in calendar year 2019. To carry out the marketing and outreach program under subsection
(a)with respect to encouraging enrollment for qualified health plans that begin in each of calendar years 2020 through 2024, there is appropriated to the Secretary prior to each such calendar year, out of any moneys in the Treasury not otherwise appropriated, an amount equal to the amount appropriated under this subsection for the prior calendar year increased by 4 percent for each such calendar year. The amounts appropriated under paragraphs
(1)and
(2)shall remain available until expended. .
