For the purpose of making grants under this title, there are authorized to be appropriated, and there are appropriated— $1,515,150,000 for fiscal year 2019; $3,352,200,000 for fiscal year 2020; $4,277,940,000 for fiscal year 2021; $5,988,450,000 for fiscal year 2022; $7,837,710,000 for fiscal year 2023; $8,974,350,000 for fiscal year 2024; $11,302,020,000 for fiscal year 2025; $14,451,090,000 for fiscal year 2026; $15,077,130,000 for fiscal year 2027; and $15,729,810,000 for fiscal year 2028 and each succeeding fiscal year. Funds appropriated under subsection
(a)shall remain available to the Secretary until expended. If the amount appropriated under subsection
(a)for a fiscal year is not sufficient to award each participating State and Indian Tribe a grant under this title that is equal to the minimum amount of the Federal share described in section 102(a), the Secretary may ratably reduce the amount of each such grant or take other actions necessary to ensure an equitable distribution of such amount.
