It is the sense of Congress that— meaningful enforcement of the Foreign Agents Registration Act of 1938 ( 22 U.S.C. 611 et seq.) is vital to the national security of the United States and the integrity of our democratic process; and the enforcement of that Act by the Department of Justice must include civil and criminal penalties, in addition to ongoing efforts to promote voluntary compliance.
