Except as otherwise provided in this Act, this Act and the amendments made by this Act shall take effect upon the expiration of the 180-day period which begins on the date of the enactment of this Act. Nothing in this Act or the amendments made by this Act may be construed to affect any proceeding under title IV of the Congressional Accountability Act of 1995 which is pending as of the date of the enactment of this Act. If, as of the date of the enactment of this Act, a covered employee (as defined in section 101 of the Congressional Accountability Act of 1995 ( 2 U.S.C. 1301 ) on the day before the date of enactment of this Act) has filed a charge or complaint pursuant to procedures which were available to the employee prior to such date for the resolution of a claim alleging a violation described in section 402(b)(2)(B) of the Congressional Accountability Act of 1995 (including procedures applicable pursuant to a collective bargaining agreement), the covered employee may complete all such procedures, and such procedures shall remain in effect with respect to, and provide the exclusive procedures for, that charge or complaint until the completion of all such procedures.
