Congress finds that— as established by Federal law, a national monument may only be reduced, diminished, or revoked by an Act of Congress; the national monuments under review under Executive Order 13792 (82 Fed. Reg. 20429 (May 1, 2017)) have delivered economic, cultural, and ecological benefits to local communities and the United States; and legislative actions subsequent to Presidential declarations, such as the Omnibus Public Land Management Act of 2009 ( Public Law 111–11 ; 123 Stat. 991), have ratified certain national monuments under review and other national monuments.
