Not later than 1 year after the date of the enactment of this Act, the Secretary of Labor, in cooperation with the Office of Foreign Labor Certification, shall— submit to the Committee on the Judiciary of the Senate and the Committee on the Judiciary of the House of Representatives the results of a study to determine whether the occupations listed in Schedule A (20 C.F.R. 656.5) should be modified or expanded; and if the study determines that Schedule A should be modified or expanded, publish a notice of proposed rulemaking in the Federal Register.
