Not later than September 30, 2019, the Secretaries shall conduct a study to determine the feasibility of operating aircraft at night when managing wildland fires. In carrying out this section, the Secretary may enter into a cooperative agreement with the Center of Excellence for Advanced Technology Aerial Firefighting.
