In this subtitle: The term appropriate congressional committees means— the Committee on Homeland Security and Governmental Affairs of the Senate ; the Committee on Finance of the Senate ; the Committee on the Judiciary of the Senate ; the Committee on Homeland Security of the House of Representatives ; the Committee on Ways and Means of the House of Representatives ; and the Committee on the Judiciary of the House of Representatives . The term Secretary means the Secretary of Homeland Security.
