Not later than 90 days after the date of enactment of this Act, the President shall establish a National Fish, Wildlife, and Plants Climate Adaptation Strategy Joint Implementation Working Group composed of the heads of Federal and State agencies or departments with jurisdiction over fish, wildlife, and plant resources of the United States, and tribal representatives, as follows: The Administrator of the Environmental Protection Agency. The Administrator of the Federal Emergency Management Agency.
The Administrator of the National Oceanic and Atmospheric Administration. The Chair of the Council on Environmental Quality. The Chief of Engineers. The Chief of the Forest Service. The Commissioner of Reclamation. The Director of the Bureau of Indian Affairs. The Director of the Bureau of Land Management. The Director of the National Park Service. The Director of the United States Fish and Wildlife Service. The Director of the United States Geological Survey. The Secretary of Agriculture.
The Secretary of Defense. State representatives from each regional association of State fish and wildlife agencies. Not less than 2 tribal representatives. The Working Group shall serve as a forum for interagency consultation on, and the coordination of, the development and implementation of the National Strategy. There shall be 4 co-chairs, of whom— two shall be representatives of the Federal Government; one shall be a representative of a State; and one shall be a tribal representative.
