Notwithstanding any provision of this title or any other law, Puerto Rico or the Virgin Islands shall, in order to be eligible for any funds made available under paragraph
(1)or
(2)of section 601(a), provide the Secretary with an assurance that there will not be any changes in the governmental structure of the public elementary schools and secondary schools of any local educational agency that receives funds under this title for each fiscal year that the local educational agency receives funds under this title, and for the 3-year period following such fiscal year.
