Out of funds of the Treasury not otherwise appropriated, there is appropriated to the Administrator of the Environmental Protection Agency for fiscal year 2018— $125,000,000, to remain available until expended, to make capitalization grants to Puerto Rico and the Virgin Islands for the purpose of establishing and maintaining water pollution control revolving funds under title VI of the Federal Water Pollution Control Act ( 33 U.S.C. 1381 et seq.); and $125,000,000, to remain available until expended, to make capitalization grants to Puerto Rico and the Virgin Islands for the purpose of establishing and maintaining drinking water treatment revolving loan funds under section 1452(a) of the Safe Drinking Water Act ( 42 U.S.C. 300j–12(a) ).
