In this section, the term TIGER discretionary grant means a grant awarded and administered by the Secretary of Transportation using funds made available for national infrastructure investments under title I of division L of the Consolidated Appropriations Act, 2016 ( Public Law 114–113 ; 129 Stat. 2835). Out of funds of the Treasury not otherwise appropriated, there is appropriated to the Secretary of Transportation $250,000,000 for fiscal year 2018, to remain available until expended, to award TIGER discretionary grants for eligible programs and activities in Puerto Rico and the Virgin Islands.
