It is the sense of Congress that— Puerto Rico is experiencing a humanitarian crisis, and cannot meet the most basic and essential human needs with its outstanding debt; the people of Puerto Rico and their elected representatives should determine the long-term future of the island; and Puerto Rico’s debt should be relieved, and it is just and necessary to take steps to return control of Puerto Rico’s economy to the people of Puerto Rico and their elected representatives.
