For purposes of contributions for mitigation measures for a facility in a covered disaster area under section 406 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act ( 42 U.S.C. 5172 ) a mitigation measure shall be considered to be cost-effective if the cost of the measures does not exceed 25 percent of the total eligible repair cost of the facility. If a benefit-cost analysis methodology is used to determine the cost-effectiveness of a mitigation measure that exceeds 25 percent of the total eligible repair cost of the facility, as described in subsection (a), under section 406 of the Robert T.
Stafford Disaster Relief and Emergency Assistance Act ( 42 U.S.C. 5172 ), the benefit-cost analysis methodology shall take into consideration— hazard mitigation benefits; expected economic benefits, including job creation; and expected environmental benefits.
