It is the sense of Congress that— the acquisition of communications by the National Security Agency under section 702 of the Foreign Intelligence Surveillance Act ( 50 U.S.C. 1881a ) should be conducted within the bounds of treaties and agreements to which the United States is a party, and there should be no targeting of non-United States persons for any unfounded discriminatory purpose or for the purpose of affording a commercial competitive advantage to companies and business sectors of the United States; and the authority to collect intelligence under such section 702 is meant to shield the United States, and by extension, the allies of the United States, from security threats.
