In this subtitle: The term community wildfire protection plan has the meaning given the term in section 101 of the Healthy Forests Restoration Act of 2003 ( 16 U.S.C. 6511 ). The term restoration , with respect to an ecosystem, means to carry out any activity that helps to recover, establish, or maintain the resilience or adaptive capacity of an ecosystem. The term restoration includes any activity described in subsection
(a)relating to— timber harvesting; thinning; prescribed fire; or other vegetation manipulation in the National Forest System.
