Congress finds that Executive Order 13780 and the presidential proclamation issued on September 24, 2017— violate the Immigration and Nationality Act ( 8 U.S.C. 1101 et seq.), which states that no person can be discriminated against in the issuance of an immigrant visa because of the person’s race, sex, nationality, place of birth, or place of residence; and violate the Establishment Clause of the First Amendment to the United States Constitution and the equal protection component of the Due Process Clause of the Fifth Amendment to the United States Constitution.
