Section 315(a)(1) of the Federal Election Campaign Act of 1974 ( 52 U.S.C. 30116(a)(1) ) is amended by striking subparagraph
(C)and inserting the following: to any other political committee (other than a committee described in subparagraph (D)), including to a political committee (or to an account of a political committee) that makes only independent expenditures, in any calendar year which, in the aggregate, exceed $5,000; or .
