Funds appropriated under titles III and IV of this Act shall be made available for programs and activities to counter and defeat violent extremism and foreign fighters abroad, consistent with the strategy required by section 7073(a)(1) of the Department of State, Foreign Operations, and Related Programs Appropriations Act, 2017 (division J of Public Law 115–31 ): , That the Secretary of State shall ensure such programs are coordinated with and complement the efforts of other United States Government agencies and international partners, and that information gained through the conduct of such programs is shared in a timely manner with relevant departments and agencies of the United States Government and other international partners, as appropriate.
Provided Funds appropriated by this Act under the headings Development Assistance and Economic Support Fund shall be made available for programs in countries affected by significant populations of internally displaced persons or refugees to— expand and improve host government social services and basic infrastructure to accommodate the needs of such populations and persons; alleviate the social and economic strains placed on host communities, including through programs to promote livelihoods, vocational training, and formal and informal education; improve coordination of such assistance in a more effective and sustainable manner; and leverage increased assistance from donors other than the United States Government for central governments and local communities in such countries: , That the Secretary of State shall periodically inform the Committees on Appropriations of the amount and specific uses of funds made available for the purposes of this subsection.
Provided Funds appropriated by this Act under the heading Economic Support Fund shall be made available for the Global Crises Response Platform of the World Bank to provide low- and middle-income countries hosting large refugee populations access to financing on favorable terms for projects to benefit both refugees and their host communities: , That such funds may only be made available following consultation with the Committees on Appropriations. Provided Funds appropriated by this Act shall be made available to implement the comprehensive plan required by section 7080 of the Department of State, Foreign Operations, and Related Programs Appropriations Act, 2017 (division J of Public Law 115–31 ).
