Unless otherwise specified by this Act, funds appropriated by this Act under the headings Diplomatic and Consular Programs and Operating Expenses and under titles III through V shall be made available in the amounts specifically designated in the respective tables included in the report accompanying this Act, except for amounts designated in such tables for International Military Education and Training , Relief and Recovery Fund , and funds for which the initial period of availability has expired: , That such designated amounts for foreign countries and international organizations shall serve as the amounts for such countries and international organizations transmitted to Congress in the report required by section 653(a) of the Foreign Assistance Act of 1961.
Provided The Secretary of State and the Administrator of the United States Agency for International Development, as appropriate, shall submit the reports required in the report accompanying this Act in the manner described. Of the funds appropriated by this Act under the heading International Military Education and Training , 15 percent shall be withheld from obligation until the Secretary of State submits to the appropriate congressional committees the report required under this heading in the Joint Explanatory Statement accompanying the Department of State, Foreign Operations, and Related Programs Appropriations Act, 2017 (division J of Public Law 115–31 ), as described.
