Notwithstanding any other provision of law, any amounts appropriated under this Act under the heading under the heading Senate under the heading Contingent Expenses of the Senate shall be available for obligation only during the fiscal year or fiscal years for which such amounts are made available. Any unexpended balances under such allowances remaining after the end of the period of availability shall be returned to the Treasury in accordance with the undesignated paragraph under the center heading Senators' Official Personnel and Office Expense Account under chapter XI of the Third Supplemental Appropriation Act, 1957 ( General Provision 2 U.S.C. 4107 ) and used for deficit reduction (or, if there is no Federal budget deficit after all such payments have been made, for reducing the Federal debt, in such manner as the Secretary of the Treasury considers appropriate).
