In this title: The term relevant congressional committees means— the appropriate congressional committees; the Select Committee on Intelligence of the Senate ; and the Permanent Select Committee on Intelligence of the House of Representatives . The term violation means any knowing, willful, or negligent action— that could reasonably be expected to result in an unauthorized disclosure of classified information; to classify or continue the classification of information contrary to the requirements of an active Executive order or its implementing directives; or to create or continue a special access program contrary to the requirements of an active Executive order.
