There should be established in the Department an Office of International Disability Rights (referred to in this section as the Office ). The Office should— seek to ensure that all United States foreign operations are accessible to, and inclusive of, persons with disabilities; promote the human rights and full participation of persons with disabilities in all international development activities funded by the United States Government; and promote disability inclusive practices and the training of Department staff on soliciting quality programs that are fully inclusive of people with disabilities.
The Office may be headed by— a senior advisor to the appropriate Assistant Secretary; or an officer exercising significant authority who reports to the President or Secretary, appointed by and with the advice and consent of the Senate. Section 579(b) of the Foreign Operations, Export Financing, and Related Programs Appropriations Act, 2005 (division D of Public Law 108–447 ) is amended by striking subsection (b).
