It is the sense of Congress that the President should collaborate with the Stolen Asset Recovery Initiative of the World Bank Group and the United Nations Office on Drugs and Crime to prioritize the identification, blocking, and release for humanitarian purposes of— any property owned or controlled by a North Korean official; or any significant proceeds of kleptocracy by the Government of North Korea or a North Korean official. In this section, the term North Korean official includes— the individuals described in section 304(a)(2)(B) of the North Korea Sanctions and Policy Enhancement Act of 2016 ( 22 U.S.C. 9243(a)(2)(B) ); and such additional officials as the President may determine to be officials of the Government of North Korea.
