Not later than September 15, 2017, the Secretary of the Navy shall submit to the congressional defense committees a report describing and assessing the capacity of the Navy, in light of an increase in the size of the surface fleet of the Navy to 355 ships, to increase production of the following: Anti-submarine warfare rotary wing aircraft. Search and rescue rotary wing aircraft.
