Section 325(o)(6)(E) of the Energy Policy and Conservation Act ( 42 U.S.C. 6295(o)(6)(E) ) is amended by striking clause
(ii)and inserting the following: Except as provided in subclause (II), any additional and more restrictive regional standard established for a product under this paragraph shall apply to the product if the product is installed on or after the effective date of the regional standard in any State in which the Secretary has designated the standard to apply. A regional standard shall not apply under subclause
(I)to any product that is— manufactured before the effective date of the regional standard; and installed not later than 1 year after the effective date of the regional standard. .
